Seminar “Transfer Pricing – Updates from the Tax Authority’s Perspective 2025"

On the afternoon of May 8, 2025, RSM Vietnam’s Hanoi office, in collaboration with the Management Board of VSIP Industrial Park in Hai Phong, held an on-site seminar titled “Transfer Pricing – An Updated Tax Authority Perspective,” which drew a large number of representatives from businesses operating in VSIP Hai Phong.

At the seminar, Mr. Bùi Mạnh Quân, Tax Services Director of RSM Vietnam, presented an overview of transfer-pricing compliance and addressed real-world scenarios submitted by attendees. The session provided concrete examples and shared practical insights for applying current tax-policy changes.

Under Decree No. 132/2020/ND-CP and the 2019 Tax Administration Law (Law No. 38/2019/QH14), companies engaging in related-party transactions must observe the arm’s-length principle and maintain detailed documentation for audits and inspections. The tax authority is increasingly rigorous in scrutinizing “transfer pricing,” especially for multinational groups, to ensure correct and full tax collection in Vietnam. Thorough understanding of these regulations helps enterprises proactively mitigate the risk of additional tax adjustments and administrative penalties.

Key attendees at the seminar were representatives from manufacturing and production companies within VSIP Hai Phong—a modern industrial park that attracts significant international investment in electronics, mechanical engineering, and chemicals, with extensive related-party procurement and service-provision activities among parent and affiliate entities. In light of tightening controls on intercompany pricing, businesses must prepare transparent transfer-pricing documentation based on reliable market data and appropriate valuation methods. Compliance not only optimizes tax costs but also enhances competitive capacity and strengthens credibility with tax authorities.
